Insight International Directors led a consortium appointed for the EPCM – Engineering, Procurement, Construction Management Services for the Design, EIA, Contracting and Managing of a Project for the Construction of a Mechanical and Biological treatment Plant in the North of Malta.

The project comprised the Design, Construction, Supply, Installation, Commissioning and Testing of a Mechanical Treatment Plant and a Biological Treatment Plant within the Ghallis Engineered Landfill to be procured on a DBOT basis. The aim of this Mechanical Biological Treatment plant (MBT) in the north of Malta is to treat the residual fraction of Municipal Solid Waste that will not be treated at the Sant Antnin Mechanical Biological Treatment plant located at the south of Malta, and possibly also agricultural waste (animal husbandry waste and manure). The processing capacity of the plant is circa 150,000 tons per annum, this includes municipal and bulky waste and animal husbandry waste fractions. Within the project the installation, commissioning and operation of the Mechanical Treatment Plant has a higher order of precedence with the main aim of the scheme being to target and remove recyclable materials and so minimise volumes of waste going to landfill.

Our team were appointed as the project managers, whose team were expected to Secure EU Funding for the Project, obtain the necessary building and operation permits, and successfully procure and manage a DBOT Contractor to be responsible for the construction, commissioning and acceptance of the Mechanical Biological Treatment Plant and its operation (for 10 Years).
