Acting as Development Manager working with the Libyan Government – Alinmaa and the Economic and Social Development Fund (ESDF) on a 30 hectare site in central Tripoli, we set up the whole team including HKR as Masterplanners and Architects, David Langdon as cost consultants, Mott MacDonald and Engineers and MACE as Project Managers as well as commissioning the initial market study from Colliers International to consider and identify the best uses for the site.

From the initial design brief prepared by us, the master-planners and team produced a mixed-use development comprising a 75,000m2 Shopping & Leisure mall, 60,000m2 International Grade A offices, a mix of residential including residential Villas, Duplexes & Apartments totaling 750 units together with various community uses including a mosque, medical center, police and fire Station and mulit-purpose community hall.

Total area to be developed was circa 380,000 m2.

An Investor’s file was prepared and several funding institutions and banks were met to obtain funding for the development finance. The construction contract was eventually won by Erkem, a Turkish Contractor, who undertook the major infrastructure works and several of the office buildings. The retail mall also commenced construction. Constant market testing throughout the 10 months master-planning and schematic design period ensured that a marketable and profitable scheme was produced.
